AP Excise Policy for 2015 to 2017 Liquor Shops Licence Fee GO MS NO. 216 was issued by Andhra Pradesh State Govt on 22/06/2015. Revenue (Excise-II) Department / Prohibition and Excise of AP state released Excise Policy for 2015-2016 and 2016-2017 for disposal of A4 Shops, licence fee for different population slabs in AP GO MS NO 216 dated 22/06/2015. AP Excise Policy for 2015-2017:
The Details of the AP Excise Policy for 2015-17 which is i.e, from 01/07/2015 to 30/06/2016 and 01/07/2016 to 30/06/2017 are as mentioned below.
The Government, after careful examination of suggestions received from various stake holders, hereby formulate the following Excise Policy for 2015-2017 in respect of retail liquor shops (A4 shops).
1. The privilege of selling liquor by shop shall be by selection through drawl of lots with fixed licence fee based on population, as per 2011 Census, in the places viz., Corporation/Municipality/Town/Village.
2. The Commissioner of Prohibition & Excise is permitted to relocate the un-disposed A4 shops from any locality/area as deemed fit, but relocation shall not be allowed from higher licence fee slab to lower licence fee slab.
3. The period of licence shall be two years i.e., from 01/07/2015 to 30/06/2017.
4. The number of retail shops shall be (4380), out of which not less than 10% shall be Government outlets. These will be located in such a way as to control MRP and possible violations by private licensees.
5. The Commissioner of Prohibition & Excise may grant the privilege of selling by shop to Hybrid Hyper Markets, on usual licence fee applicable as per the population slab with a view to modernize the retailing of IMFL & FL.
6. The Commissioner of Prohibition & Excise is permitted to open outlets under rule 18(1) & (2) of Andhra Pradesh Excise (Grant of licence of selling by shop and conditions of licence) Rules, 2012.

7. The licence fee for different population slabs shall be as follows:

9. No A4 shop shall be permitted on the road from Tirupathi Railway Station to Alipiri via RTC Bus Stand, Leelamahal circle, Nandi circle, Vishnu Nivasam, Srinivasam. Likewise, no A4 shop shall be permitted on the road from Leelamahal – Nandi circle – Alipiri – SVRR Hospital – SVIMS in Tirupathi Municipal Corporation area.8. All the A4 shops in the State shall be equipped with the required machinery for reading of Holographic Excise Adhesive Labels (HEAL). The regular licence of A4 shops shall be issued only after installation of required equipment at the shops for effective implementation of Track & Trace system.
10. The provisions contained in the Andhra Pradesh Excise (Grant of licence of selling by shop and conditions of licence) Rules, 2012, as amended from time to time, shall govern the process of allotment and the consequent operation of the A4 shops by the licensees.
11. The Enforcement wing will be strengthened to effectively control all Excise offences including un-authorised sale outlets (Belt shops).
12. The Health, Medical & Family Welfare Department will establish one de-adiction centre in every district in the State.

13. Intensive campaign to educate the public about responsible drinking and the evil effects of irresponsible drinking shall be taken up.
14. The Commissioner of Prohibition and Excise is requested to take necessary action accordingly in the matter.
