Telangana 10th PRC Pay Fixation Guidelines 2015 Memo No.68

Telangana 10th PRC Pay Fixation Guidelines 2015 the TS Govt. Telangana Gov. has been released the Circular Memo. No.68/1/HRM.IV/2014 Dated: 04-04-2015. The following is the copy of the circular No.68.
The following modifications were recommended by the 10th Pay Revision Commission with the following modifications in the Government Order.




  1. A fitment of 43% benefit has been fixed in the Revised Pay Scales 2015 against the fitment of 29% benefit recommended by the Tenth Pay Revision Commission.
  2. The Revised Pay Scales is going to be implemented notionally from 01.07.2013 with the monetary benefit from 02-06-2014.
  3. The salary in the Revised Pay Scales 2015 will be paid from March, 2015, payable in April, 2015 in cash.
  4. Regarding Arrears of the Revised Pay Scales 2015 from 02-06-2014 to 28-02-2015, orders will be issued separately.

The Telangana Revised Scales of Pay Rules 2015 containing the principles of fixation of pay in the Revised Pay Scales 2015 are also notified in the Government Order.
In the Government Order issued secondly, regulating the rates of Dearness Allowance from 01.01.2014 and 01.07.2014 in the Revised Pay Scales 2015 in view of the recommendations of the Tenth Pay Revision Commission. In the third Government Order, orders were issued implementing the recommendations of the Tenth PRC regarding House Rent Allowance. In the 4th Government Order, issued regarding the revision of the rates of City Compensatory Allowance (CCA) as recommended by the Tenth PRC.
Government has issue the following instructions for the implementation of the above orders to the Secretariat, Heads of Department for communication of orders of Revised Pay Scales along with these instructions and issue of suitable directions to the subordinate officers under their control.

           A benefit of 43% fitment will be given for fixing the pay in the Revised Pay Scales, 2015 as against the benefit of 29% fitment recommended by the Tenth PRC. The Dearness Allowance (DA) of 63.344% as on 01-07-2013 merging will be in the pay as recommended by PRC
           The Revised Pay Scales will be implemented notionally from 01.07.2013 with monetary benefit from 02.06.2014.
            The benefit of the Revised Pay Scales 2015 will be paid from the month of March 2015 payable in April 2015 in cash.
            The existing 32 Grades shall continue with 80 segments in the Revised Master Scale.
            The Revised Pay Scales, 2015 shall be deemed to come into force from 01.07.2013. The monetary benefit will be allowed from 02-06-2014.
           As regards the arrears of salary in the Revised Pay Scales 2015 from 02-06-2014 to 28-02-2015, orders will be separately issued.

              The DA is regulated at 0.524% for the State Employees for  the every 1% of DA sanctioned to the Employees of Government of India with effect from 01.01.2014.
                 DA to the State Government employees shall be regulated at 0.524% for every one percent of Dearness Allowance sanctioned to the employees of Government of sanctioned in the India with effect from 01.01.2014.

                  The existing ceiling of Rs.12, 000/- be enhanced to Rs.20, 000/- per month for the areas covered by Greater Hyderabad Municipal Corporation.
                   For other places where ceiling is Rs.8, 000/-, the same be enhanced to Rs.15, 000/- per month.
                   The existing rules with regard to the payment of HRA at the rates applicable to the places located within the periphery of 8 KMs for the towns / cities concerned be continued.
                   Hyderabad and Secunderabad (GHMC): 30% of Basic Pay.
Karimnagar, Khammam, MahaboobNagar, Nizamabad, Ramagundam, Warangal: 20% of Basic Pay.
Adilabad, Kagaznagar, Nirmal, Bellampalle, Mandamarri, Mancherial, Bodhan, Kamareddy, Armur, Sircilla, Jagityal, Koratla, Metpalli, Siddipet, Zahirabad, Sangareddy, Vikarabad, Tandur, Wanaparthy, Gadwal, Nalgonda, Miryalaguda, Suryapet, Bhongir, Jangaon, Palwancha, Kothagudem: 14.5% of Basic Pay.
Remaining all other places: 12% of Basic Pay.

             Pay up to Pay Up to Rs.16, 400/-: 400 for Greater Hyderabad Municipal Corporation. Rs200 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.
              Pay above Rs.16, 400/- and up to Rs.28, 940/-: 600 for Greater Hyderabad Municipal Corporation. Rs300 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.
               Pay above Rs.28940 and up to Rs.37100: 700 for Greater Hyderabad Municipal Corporation. Rs350 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.
                Pay above Rs.37100: 1000 for Greater Hyderabad Municipal Corporation. Rs500 for Municipal Corporations of Karimnagar, Khammam, Nizamabad, Ramagundam and Warangal.
