Sp CL issued in regularisation of strike period as Special CLs

                      In view of the response to the calls given by their representative associations, all the categories of employees of the State Government of AP participated in the general strike during the periods from 13/08/2013 to 17/10/2013 and 06/02/2014 to 20/02/2014, opposing the decision of the Government of India regarding the bifurcate of AP state.

                     The Government has issued orders, to sanction ELs for the strike period .Due to inadequate ELs with some employees, the order issued as the ELs available will first sanctioned and the remaining shortfall will be sanctioned as Earned Leave of future ELs, later the short fall sanctioned ELs will be credit from the employee account later. The employees who were going to retiring within one year with effect from 13/8/2013, if such employees do not have sufficient EL , there by any eligible leave be considered for sanction after exhausting the available Earned Leave.

                      The employees associations requested the Government to treat the above strike period as duty or  Sp CL stating that the strike for the unity of the State and it was not for service benefits.

                       The strike call was given by the employees’ associations mainly against the decision of the Central Government to divide the erstwhile state of AP, considering as the genuine concern for the integrity of the State. The Government has, accepted the demand of the employees’ associations in a sympathetic manner and has decided to sanction Sp CL to the employees who participated during the strike period.

                         The issued in the Government Orders , Government hereby order that ‘Sp CL’, equal to the number of days of their actual participation in the Strike, participated in any or both the spells of the general strike from 13/08/2013 to 17/10/2013 and from 06/02/2014 to 20/02/2014, restore to their leave accounts equal amount of leave.

                           With immediate effect to the eligible employees belongs to various zones and cadres which fall entirely in Andhra Pradesh and deemed to have been allotted to the State of Andhra Pradesh under the third proviso to sub-section (2) of Section 77 of the Andhra Pradesh Reorganisation Act, 2014, by the Gov. of India as notified in G.O.Ms.No. 244, dt. 01/06/2014. However, the orders shall be applicable to the eligible employees belonging to the State cadres or the multi zonal cadres which fall in both the states AP and TS, only after their final allotment to the State of Andhra Pradesh by the Government of India under sub-section (2) of Section 77 of the Andhra Pradesh Re-organisation Act, 2014.
